Many owner-builders and custom builders allow it. Ask your builder, or have them call me.
When do you need the plans?
As early as possible. Before rough-in at the very latest.

Yes. It's much cheaper during the build.
Do you coordinate with the builder?
Yes. Directly, so you're not the go-between.
